The Department of Urban Planning, Environment, and Mobility has provided a series of extensions and modifications to the low emission project to add more bike lanes during the bird support works that were rejected.

Lorca, May 9, 2025. The Lorca government, after identifying the expressed needs in the project presented by the previous local administration for the implementation of the low emission area, especially in light of ongoing underground works and the traffic constraints experienced by the city, offered the Ministry of Transport a series of changes that improved the situation.
«We are talking about changes that enhance and correct the main document in terms of expanding the number and network of bike lanes in the municipality to promote sustainable mobility in Lorca.» We do not support the removal of traffic lanes, such as the Adolfo Suárez Boulevard. Therefore, from a municipal standpoint, we appeal to the ministry’s sensitivity, considering that the city is already experiencing increased sustained congestion due to ongoing underground works.»
Urban Planning Councilor María Hernández emphasized, «If the low emission areas project is executed as presented, we believe it could create problems for Lorca’s government and visitors. However, implementing the proposed changes by the Lorca government would allow, among other things.
Hernández stressed, «We have time to prevent a significant issue for all Lorca residents, so we hope this decision will be rectified and the low transmission area will adapt to the current municipality’s idiosyncrasy.»
María Hernández also revealed that «the Lorca government will submit a series of allegations exposing the real situation of the urban area, the municipality’s circumstances, and the need to avoid serious mobility issues for all Lorca residents now that we have the time, hence a report from the local police has been requested.»
The initial proposal included the following bike lanes: Army forces Avenue (under construction), Europa Avenue, Puente Nueva, and President Adolfo Suárez. In January 2025, a modification of the proposed bike lanes was requested by the City Council for various reasons, primarily because they are all within the railway integration area and have been executed. The lanes could cause circular congestion, especially on Europa Avenue, in the future, on President Avenida, Adolfo Suárez, due to the action at Alameda de Cervantes. Additionally, there is already a bike lane on Europe Avenue, and its proper performance has simply been dropped from the sidewalk to the heat. A bike lane is also planned soon on the new bridge.
Therefore, the ministry was asked to change the bike lanes to a new location on Eagles Road, as this not only does not remove WHIP meters, but also does not increase them.
The initial proposal was to build 2,208 meters of new bike lanes. With the proposed change, it would have increased to 3,078 meters, an additional 870 meters.
«We believe the ministry has not granted this change based on specific administrative criteria, and what we want is the recount of the lanes,» said the mayor.
«We must consider that the city center supports the construction of a 2.9 km tunnel and the new Lorca-Sutulana station, with heart constraints and changes in directions and the loss of parking areas due to the works and the occupation for their services and auxiliary workers.»
«We are talking about a longitudinal disposition of the city, the growth of the urban area in an elongated and parallel manner with the belt that constituted the train route, which has conditioned its roads with a marked longitudinal character, configuring access to the mentioned roads perpendicular, all of which must intersect with the previous line, works, and all traffic, framework.
