Vox and PP gave the green light on Tuesday in the plenary session of the Regional Assembly to the proposal to modify the legal personnel of the Murcian Health Service (SMS). The proposal, which comes from VOX, aims to have SMS services work in private healthcare.
Vox deputy Rubén Martínez stated that his group does not consider the fairness of the law, so they are promoting the modification of the rules approved in 2001 by the PP. This measure would decrease if the framework of the Ministry of Health is approved, which would extend the ban on compatibility currently only in force in Murcia and Aragon to the entire national territory.
In this regard, Martínez announced that if the Ministry’s proposal goes through, «the incompatibility for service chiefs is a serious problem to ensure excellence in healthcare. If the threats from Pedro Sánchez’s gang, the communists, are successful, we will undoubtedly see many negative repercussions nationwide,» he said.
From the PP side, Antonio Martínez made sure that this incompatibility would affect «the knowledge and experience of the leaders of hospital services of these professionals.»
Among the criticisms of the modification are PSOE and Podemos. Socialist María Soledad Sánchez reproached Vox for amending the law, stating that it «is a crime against thousands of SMS professionals» and called for «more protection of the public service values reflected in the constitution.» In this sense, she argued that the exclusivity of doctors in management roles «strengthens the sense of belonging. Conflicts of interest can lead to productivity problems and irregular practices.
Podemos deputy María Marín also warned that the reason for incompatibility is also found in the law. «Optional staff holding management positions are excluded, so decisions made are not influenced by conflicting interests,» she said, emphasizing that a service manager can influence their subcontracting and lead to conflicts of interest.
The plenary also approved a motion from the PP, supported by VOX, rejecting the proposed framework announced by the Ministry of Health. PP Deputy Carmen Ruiz warned that the framework «creates uncertainty, a direct attack on professionals’ rights, which will cause a medical deficit problem.» VOX deputy María José Ruiz recalled that «a national health plan should be conceived to bridge the differences between regions. We must stop any proposal that breaks the unity of Spain by creating differences among Spaniards.
On the other hand, Podemos Deputy María Marín criticized the PP for not leading to complete proposals to improve the framework. She supported measures included in the framework, such as adapting professional categories so that nurses are A1 and TCAE, and level C1 requires their remuneration to «adapt to this professional category.» Additionally, socialist María Soledo Sánchez emphasized that renewing this rule is «a health requirement.»
The plenary unanimously approved a VOX initiative for the regional government to implement a comprehensive quality and audit plan in managing programs signed by various councils with public entities and organizations.
VOX deputy Rubén Martínez stated that in the Assembly, the minister did not address the inquiry they made regarding the legal violation related to the periodic publication of monitoring reports mentioned earlier, evaluating the goals stipulated in the appropriate program contracts.
On the other hand, the plenary rejected a motion from the PSOE requesting the regional government to apply the law on defining areas of tension due to the highest rent burdens. The only support for the PSOE came from Podemos.
PSOE Deputy Miguel Ortega mentioned during the initiative presentation that rent and housing prices in the region have been continuously rising for years. «We are the second community where housing prices are increasing the most. This is solely due to 30 years of PP governments,» he said, while criticizing the regional government for not taking action.
«They have not built public housing for eight years, have not restricted the proliferation of tourist apartments, and have not utilized the substantial amount of aid provided by the Spanish government, such as rental vouchers,» he warned.
VOX and PP voted against this initiative. VOX’s Ignacio Arcas urged PP not to betray their voters and to «support any initiative of Pedro Sánchez’s corrupt government,» which caught the attention of the Assembly President and, at PSOE’s request, called for the withdrawal of this statement, which remedied the addition «alleged» to corruption. Meanwhile, PP Deputy Antonio Landáburu warned that the housing problem «is not solved with populist measures» and believes that PSOE is «trying to bring populist measures in the form of voltage» to solve the housing issue.
Additionally, the Assembly will establish a Special Investigation Commission into the alleged irregular transfers from the Murcian Health Service to private healthcare. The initiative, presented by Podemos, received favorable votes from PSOE and VOX and a vote against from PP.
Podemos Deputy María Marín denounced that the transfers of operations and evidence from ArriXaca to private hospitals «are made without justifying the need for such transfers.» For this, she cited the example of subcontracting cataract surgeries in 2022 by private hospitals in Area 1, costing approximately 358,937 euros for operations, and the lack of justification for not using in-house resources, as stated by the Court of Auditors.
VOX’s Eugenia Sánchez emphasized that «citizens have the right to know the truth.» In her opinion, the Court of Auditors report «exposes serious facts, we have more expenses, more deficits, and fewer results for citizens.» A similar view was shared by socialist María Soledad Sánchez, who also asserted that the Murcian Health Service transferred evidence to private centers «outside the law.»
On the other hand, PP Deputy Mare Carmen Ruiz defended that «according to the law. Lies?»
Finally, the plenary also approved extending the deadline for the Study Commission for Children and Adolescents to complete its activities and present the appropriate opinion to the Plenary.
