El gobierno de Lorca enfrenta ocupación ilegal y brinda orientación legal a propietarios afectados.

The mayor, Fulgencio Gil, and the dean of Iciclorca, Elisa Campoy, organized this morning the headline of a collaboration agreement for which the agency will offer consulting services to the residents of Lorca in this field. From the agency, quarterly reports will be prepared on the alleged treaties, including improvement proposals based on a diagnosis related to the actual incidence that will also be applied in neighborhoods and districts. Mayor Fulgencio Gil stated, «The activities will be monitored through the creation of a monitoring committee composed of representatives from both institutions, and an informative guide with a basic action protocol is already planned.»

Lorca, February 12, 2025. Given the increase in cases of illegal occupation in the municipality, the Lorca government needs the implementation of an agile and efficient mechanism that provides immediate legal guidance to those affected. This action not only considers ensuring access to decent homes but also promotes housing policies and management of situations derived from illegal occupation by the local administration. In this regard, the prestigious Lorca Defense College (Iciclorca), as a recognized entity, has the human and technical resources necessary to provide specialized legal guidance services to people and communities affected by this issue.

This was stated by Mayor Fulgencio Gil Jódar this morning at the headquarters of Illustria Lorca’s Law College, along with its dean, Elisa Campoy. The agreement includes that Iciclorca will provide legal guides on the illegal occupation of real estate, actions that will be carried out by specialized lawyers to address the cases derived from it. Anticipating quarterly reports on the alleged treaty, including aggregated data and proposals for a diagnosis related to the actual incidence and the types of situations that have required advice due to occupation of houses, premises, entire buildings, or other properties, applying the projection in the districts and neighborhoods of the city. In addition, coordination with the Municipal Council’s social services will be provided in cases requiring additional social care.

«The agreement establishes an annual economic team of 7,000 euros to cover the operational expenses of the service, charged to the municipal budget. The execution of the activities will be monitored through the creation of a monitoring committee composed of representatives from the local council and ICALORCA. In less than three months, an informative guide will be approved to define the phenomenon of occupation and establish an action protocol in case of suffering, collecting the tips offered by the agreement,» stated Menduiña. Regarding the dynamics and operability of the service, attention will be provided in person at the institution’s facilities and by phone from Monday to Friday, in the morning and afternoon. Both online and telephone consultations will guarantee user confidentiality and compliance with current data protection legislation, ensuring compliance with professional secrecy, confidentiality, and independence of the lawyers.

«They will act with the utmost diligence and professionalism, guaranteeing confidentiality and compliance with data protection regulations, including the General Data Protection Regulation (GDPR), participating in these quarterly reports and a final report detailing the number of cases addressed and the needs identified,» added Campoy. «The local council will oversee the actions by creating a monitoring committee composed of a representative from each party, which will meet quarterly, considering economic and quality audits regarding the execution of the confirmed activities,» concluded Gil JÓDAR.

The agreement lasts for one year and can be extended for annual periods. This agreement is governed by Article 11 of Law 40/2015; Law 7/1985, Regulation of the bases of the local regime, and Law 6/2015, on housing in the region of Murcia.
