López Miras signs the Regional Pact 2025-2028 with the social economy sector, which includes 100 measures and 55 million euros of investment
According to the motto «An economy at the service of the people,» this roadmap agreed with organizations doubles the economic allocation of the previous pact and aims to create over 6,000 new jobs
This sixth pact is structured around three strategic axes, with actions focused on the growth, competitiveness, and sustainability of this model

The President of the government of the Murcia region, Fernando López Miras, presided over the signing of the regional Pact VI for the social economy 2025-2028, which includes 100 measures and 55 million euros of investment, which is 129 percent higher than the strategy defined for the period 2021-2024. The signing of the aforementioned pact took place at the San Esteban Palace and was attended by the main regional social economy organizations: Ucomur, Ucoerm, Crisalia, Fecoam, Amusal, and Fecamur.
In this regard, López Miras explained, «We reaffirm our commitment to a proven effective economic model that places people at the center of its activity. We are talking about an essential sector for our development, competitiveness, and social cohesion. For the President, these Pacts have proven to be «the best tool to strengthen this model in our region» and are «a reflection of a solid commitment between the regional government and the sector’s associations.»
Under the motto «an economy at the service of the people,» this pact aims to create over 6,000 new jobs to strengthen the social economy as a key axis in the economic transformation of the Murcia region.
«It’s not just about wealth creation, but about fair distribution, generating stable employment, and ensuring that no one is left behind,» said López Miras, who also added that «social economy is a fundamental pillar of our productive fabric, and in the Murcia region, we are a national and European reference in the creation of companies in this sector.
Therefore, in the last decade, over 1,700 companies of this nature were created, and just between 2021 and 2024, during the validity of Pact V, nearly 600 jobs were created in the region.
Over 100 actions in three strategic axes
To maintain and increase these figures, the new pact is structured around three fundamental strategic axes. The first focuses on the visibility and growth of the social economy; the second on competitiveness and innovation in businesses, with the implementation of new technologies, enhancing digitalization, and the application of artificial intelligence; and the third addresses the sustainability of the environment, social aspects, and territorial aspects, so that business models focus on the circular economy and ecological transition.
Within these three strategic lines, over 100 actions are integrated, including increasing job creation, with more support for cooperatives, labor companies, and insertion companies, which will receive 6.5 million euros annually for the social initiative special of the social initiative. These centers are companies that act as an inclusion tool, having the highest percentage of disabilities in the workforce.
Another pending action is the implementation of the Observatory for Responsible Employment, which is responsible for the application of insertion companies and special employment centers in the region. Additionally, actions will be taken to promote generational relief and ensure business continuity.
This pact also has another central point in training, with the consolidation of university education in the social economy. In the same vein of progress, in 2025, the Social Economy Center, a reference center in knowledge generation and innovation, equipped with over 1.1 million euros, will be inaugurated.
The capital of the social economy
The signing of the VI regional Pact for the social economy 2025-2028 coincides with Murcia being the capital of the social economy in 2025. The regional government allocates 325,000 euros to over 150 national and international activities that will be organized within the framework, such as the Cooperative Fair School, Education Congress, European Social Economy Week, or the United Nations Taskal Meeting.
